Regulator of Social Housing Inspection Outcome

We are pleased to announce that Torus has retained G1 for Governance and V1 for Viability, and has gained C2 for the new Consumer Standard, after our Regulator of Social Housing (RSH) inspection earlier this year. These gradings confirm that we are compliant across all assessed areas.

The Regulator inspects social housing providers every four years. This inspection looks at three areas:

  • Governance
  • Viability
  • Consumer Standards.

The Regulator grades housing providers in each area on a scale of 1 to 4. Grades 1 and 2 indicate compliance. Grades 3 and 4 indicate non-compliance.

Torus’ inspection started in December 2024 and ended in April 2025. The fieldwork was conducted in February 2025.

Torus Group Chief Executive Steve Coffey said:

“We welcome the regulator’s findings and feedback, particularly recognition of the quality of our governance and financial management, which saw us retain the top G1 and V1 gradings which is especially pleasing given our large-scale development programme.

“We highlighted to the regulator the planned improvements we identified before the inspection around data analysis and intelligence gathering so we have a better overview of our consumer services.

“The regulator has not prescribed any actions but instead told us to just progress these improvements over the coming months and they will happily return to review the grading in the expectation that we have moved from C2 to C1 which will match our G1 and V1 ratings.”

Governance G1

Torus meets all Regulator of Social Housing (RSH) governance requirements. Our G1 grade for governance shows that Torus is well-run and well-managed, and the Regulator is comfortable with Torus's governance.

We demonstrated effective oversight of our activities and a commitment to maximising outcomes for customers and communities. There are clear connections between our organisational strategy and goals and the outcomes we deliver.

Viability V1

Torus meets all Regulator of Social Housing (RSH) viability requirements. The viability grading of V1 shows that we have the financial resources to weather various adverse scenarios, manage risk appropriately, and have mitigations in place to manage risk effectively.

We have the resources to invest in existing homes and provide new homes for future customers. We demonstrated a commitment to investing in current services and the people who live in our communities.

Consumer Standards C2

The Regulator of Social Housing (RSH) introduced the consumer standard last year to strengthen the accountability of social landlords, and this is the first time we have been assessed against it. The standard focuses on how well we deliver our services, keep you safe, and ensure that customers are at the heart of our decision-making.

We are pleased with this compliance grading and that the Regulator recognises Torus's delivery of positive customer outcomes. We are already focusing on what we need to do to achieve a C1 grading.

During the inspection, we told the Regulator about our plans to improve our data analysis and intelligence gathering to give us better oversight of our consumer services.

Registered social housing providers are local authority landlords and private registered providers, such as not-for-profit housing associations, co-operatives, and for-profit organisations.
